The likeliest winner is priced about right, the value runner has to cross a wide gate, and the wettest part of Melbourne is arriving with the field. Perfect.
The Empire Rose Stakes is a $1 million Group 1 mile for fillies and mares at Flemington, run under weight for age, so the weights come off a fixed scale and not a handicapper's opinion. We've got 11 runners, a bookmaker book of 105.0%, and showers on the radar over a Good 4 track.
Our most likely winner is Lady Shenandoah. We make her 37.4%, a fair price of $2.68, and the market has her at $2.66. That's almost exactly where we are, so there's no edge in the price (the edge reads -0.7%). She's the likeliest winner, and she isn't a bargain. Those are two different statements and it pays to keep them apart.
The value runner, and the main danger, is Surfin' Bird. We make her 22.6%, which is $4.42, against a market price of $5.60, an edge of +26.7%. Value does not mean likely. She's a clear second in our order, drawn wide, and the map doesn't love her. The tips card puts its win bet on the likelier winner. Value and likelihood are separate questions here.
Behind those two it's a scrap. Unleeshing is the next best of the form runners, Idle Flyer gets the most helpful run in the race on our map, and Concord Connie is shorter than we think she should be.

Most likely winner: #1 Lady Shenandoah (37.4%, fair $2.68)
Best value: #3 Surfin' Bird (22.6%, fair $4.42)
Danger: #3 Surfin' Bird (22.6%, fair $4.42)
A positive edge is not automatically a bet. Punty's actual bets come from the tips card.
How Punty Gets There
Lady Shenandoah: we make her 37.4%, which is a fair price of $2.68. The market's $2.66, and with the margin stripped out the market's own chance for her is 35.8%. The gap is tiny, so the edge is -0.7%. We rate her highly because she's the best-credentialed runner on the day: a Group 1 win last start at this exact trip, a strong record on a good track, two wins from three at the distance, and a barrier-8 draw that's workable for a midfield horse. Her price already reflects all that.
Surfin' Bird: we make her 22.6%, a fair price of $4.42. The market's $5.60, which is a market chance of 17.0%. That's an edge of +26.7%. We'd call her value at $5.10 or better, and she's currently above that. The reasons are four wins from four at the trip and a win at Flemington last start. The reason for caution is a wide gate and a map that doesn't suit her. Our price already makes a fair allowance for that, and the market's still bigger.
How This Thing Probably Unfolds
Sass Appeal is the only genuine leader, drawn barrier 5, and nobody is going to fight her for it. The nearest pressure is Surfin' Bird from barrier 9 and Pillow Fight from barrier 3, both of whom want to be handy. Surfin' Bird has to work to get across from the wide gate, and that costs her something. Our map reads her run as hurt by the shape, and Pillow Fight's as hurt even more.
On an uncontested lead I'd expect an honest tempo and not a sprint. That's the part that matters. Our map says the shape favours the back half of the field, and Idle Flyer gets the best run of anyone. Lady Shenandoah, drawn 8 and settling midfield, sits nicely in the group that benefits. Our map rates her run as the strongest in the race.
The wide-drawn midfielders are Unleeshing (barrier 10) and Pondalowie (barrier 11). Both need cover or luck to get into a position to run on, and neither can be relied on to get it. Concord Connie settles at the back, and if Sass Appeal gets her own way a long way ahead, the back of the field is a tough place to win from.
Showers mean the rail position and the going could change. Flemington's straight is long enough to forgive a tricky run, but the mile has produced winners from awkward gates before.

The Race Has Seen Some Shit
The race has been a Group 1 since 2004, after spells as a Listed race, a Group 3 and then a Group 2. It ran as the Myer Classic from 2005 to 2017 and has been the Empire Rose Stakes since 2018. The name honours Empire Rose, who won the 1988 LKS Mackinnon Stakes and Melbourne Cup double.
Ciaron Maher's stable has won it twice recently, with Pride Of Jenni in 2023 and 2025, both times ridden by Declan Bates. The 2023 win came from barrier 16 in a field of 16. Pride Of Jenni's 2025 win in 1:34.42 was the fastest of the ten winners from 2016 to 2025.
Chris Waller won in 2018 and 2024, both times with James McDonald aboard, and that stable-and-rider pair each won it twice in the last 10. That's a pub stat on a sample of 10, and it's nice to know but it isn't a method. Waller and McDonald are on Lady Shenandoah this year.
Favourites haven't dominated: 3 of the last 10 winners started favourite and 4 started at double-figure odds, a pub stat on n=10. Shout The Bar was the longest-priced winner of the ten runnings from 2016 to 2025, at 30/1 in 2020. Colette in 2021 won at 13.0 and Icebath in 2022 won at 11.0, so the roughage on the board is real.
Five of the last 10 winners had run at Caulfield last start, two of them in the Toorak Handicap, which is an INTERESTING pattern on n=10. The mechanism is sensible: Caulfield's October mile and 1400m races are natural lead-ups to a Flemington mile three or four weeks later. Only 2 of the last 10 winners came off a win at their previous start, also INTERESTING on n=10. Mares often come through tough open-company races where a placing is good form.
Lady Shenandoah fits the Caulfield lead-up pattern neatly. She ran in a Caulfield Group 1 mile last start and won it. Concord Connie and Pondalowie also have Caulfield runs in their recent form, and Salty Pearl ran in the same Caulfield Group 1. Remember that the pattern is on n=10, so it's a hint about how good fields get here and not something that wins on its own.
The last-start win pattern cuts the other way. Lady Shenandoah, Surfin' Bird and Unleeshing all won last start, and only 2 of the last 10 winners came off a win. That's small enough to be half noise, and the mechanism is about mares coming through tough races where a placing is good form. Surfin' Bird's win was a Group 2 at Flemington and Unleeshing's a Group 3 at Randwick, so both are stepping up in class. That's a fair reason to want a better price than we'd demand for a horse already proven at the level.
The barrier history says wide draws haven't been fatal. Pride Of Jenni won from barrier 16 in 2023, and Shout The Bar won from barrier 11 in 2020. That helps Surfin' Bird, Unleeshing and Pondalowie a little, but one winner from a wide gate doesn't prove the gate doesn't matter. Our numbers already take the barrier into account.
Maher has two runners, Jenni Multabella and Salty Pearl, and Declan Bates, who rode the stable's last two winners, is on Jenni Multabella. She's coming from Benchmark company and is a long way down our order. Sentiment is not a betting edge. Bjorn Baker also has two runners, Unleeshing and Pillow Fight.

The raw market adds up to 105.0%, not 100%: that extra is the bookmaker's margin. Market % is each runner's implied chance (1 / odds) with that margin removed, so it compares fairly with Punty %. Edge is market odds against Punty's fair odds.

Profile: Midfield · Proven at 1600m · Good track strong · Group 1 winner last start
Lady Shenandoah comes here off a Group 1 win at Caulfield over this distance, and it was a tight one, a short margin when held up near the 300m. That's a race that tells you she can win a tough finish without needing a perfect run. She has won two of her three starts at the mile and been second in the other, and six of her 13 starts on a good track have been wins.
The form line before that was a fourth in a Group 1 at 1400m and a fourth at Randwick on a soft surface, so the good-track question matters and the Good 4 rating is a plus. Jockey James McDonald has won this twice in the last ten years with Waller.
We make her 37.4%, a fair price of $2.68, against $2.66 in the market. That's a fair price on a mare who deserves to be the top chance, and the barrier 8 draw is workable for a midfield runner who can sit in the pack. The risk is a wet track and a race where the pace doesn't help her. She's the most likely winner, and the price gives no edge.

Profile: Midfield · Best map in the race · Backs up in six days · Wide run last start
Idle Flyer gets the most helpful run of anyone in the race on our map, settling in the midfield with a likely honest pace. Her last run was a fifth in a Group 2 at 1400m, raced wide and bumped, and a wide barrier before that in a Group 1 mile ended in a poor placing.
She has won eight of her 20 starts, with five of 13 on a good track. We make her 7.6%, a fair price of $13.07. The market has her at $12.00, which is an edge of -8.2%, and the card is a no bet. The map is a plus. The price isn't. She's backing up in six days after a rough trip, and Mark Zahra is a capable rider who can take advantage of any pocket.

Profile: On pace · 4 wins from 4 at 1600m · Good track positive · Wide draw
Surfin' Bird is the one the market is underrating. She won at Flemington last start in a Group 2 mile, and before that won at Caulfield in a Group 3 mile. Her record at the trip is four wins from four starts, and her record on a good track is five wins from eight.
The hard part is the map. She's drawn barrier 9, she has to work to get across to her preferred position, and our map says the shape hurts her. She's backing up in six days, which is quick, and this is a step up to Group 1 against open-company mares. Waterhouse and Bott are in strong form, and Blake Shinn takes over from last start's rider.
We make her 22.6%, a fair price of $4.42. The market's $5.60, an edge of +26.7%, and we call her value at $5.10 or better. She's the danger because she's the second most likely winner on our numbers, and not because she's a certainty. Don't confuse the two.
Cilacap won a Group 2 mile at Morphettville in April and has won three of four on soft ground, so the rain helps. She was fifth last start in a Group 2 at Flemington over 1400m, raced wide without cover from a wide barrier. We make her 1.9%, a fair price of $52.63, and she's $41.00 in the market. Jockey Michael Dee has been cold lately. She needs the track to go wet and a good run to be a factor.
Profile: Midfield · 3 wins from 4 at 1600m · Wide draw · Weight up
Unleeshing has won her last two, a Benchmark 94 and a Group 3 at Randwick in a good fashion, taken back from a wide barrier in the second of those. She's rated third in our order, and 11.5% is our number against a market price of $9.60, with an edge of +10.6%.
The question is the step up. She's going from Group 3 to a Group 1, and she's carrying 57kg after winning at 54kg last start. The 3kg rise is partly the scale at work, but her record at lighter weights is better than at heavier ones. Barrier 10 asks her to either go back again or use energy to get across.
The tips card leaves her alone, and the reasons are the class step, the wide gate and the extra weight. She's a good mare and she deserves her place in our top three. Bjorn Baker has two runners here, Unleeshing and Pillow Fight.

Jenni Multabella has two wins and four seconds from eight starts, but all that was in Benchmark company, and this is a Group 1. She's been slow away or wide in several runs, which is a risk with a mile at Flemington. We make her 0.9%, fair $107.53, against $126.00 in the market. The edge reads as +17.2% because she's so far out, and an edge on a long shot with this little behind it means little. Declan Bates, who rode the last two winners for the stable, is aboard.

Salty Pearl has three wins, two seconds and seven thirds from 17 starts, so she's a reliable place type and a poor winning type. She has an inside draw, but she's rising 4.5kg from a light weight last start in a Group 1 where she ran sixth.
We make her 3.0%, fair $33.67, against a market price of $29.00. She's an exotics runner rather than a winner. Ciaron Maher has two runners, Salty Pearl and Jenni Multabella, and Ben Allen rides her.

Sass Appeal is the only leader and gets an uncontested run in front from barrier 5. She has won four of five at Flemington and five from nine overall, and was second in a Group 2 mile at Caulfield last time. Damian Lane rides.
Our map rates the shape as slightly helpful, but we only make her 2.7%, a fair price of $37.04, against a market of $20.00. That's an edge of -46.0%, which is the biggest negative in the race. The market is paying for the lead and the track record, but we think she's been over-bet. She can still run a place if the tempo is slow.

Profile: Back · Lightly raced (6 starts) · Good track positive · Shorter than we think
Concord Connie has had six starts and won three, but her best form is at 1400m or shorter, and this is a mile in Group 1 company. She was third last start in a Group 2 at Caulfield, slow away, settling at the back.
We make her 9.1%, a fair price of $10.94. The market's $6.60, an edge of -39.7%, and that gap is why we're not interested at the current price. The market is paying for her progress and she'd have to improve again to justify it.
The map is the other issue. With one genuine leader and an honest tempo, a back-marker has plenty to do. She can run into the money, but she has to be better than her price, and we don't think she is.
Profile: On pace · One win from 11 starts · Place type
Pillow Fight ran second last start in the same Group 3 at Randwick that her stablemate Unleeshing won, beaten a short margin. She has one win from 11, with several seconds, and our map hurts her run most in this race. We make her 1.8%, fair $57.14, and the market has her at $41.00. William Pike rides, and she's a long way from this level.

If the Track Changes
Flemington is rated Good 4 with showers around and the rail in the true position for the entire circuit. A Good 4 track can move toward a soft or heavy surface if the rain lands. Lady Shenandoah has a strong good-track record but has not won in four starts on soft (n=4), which is far too small a sample to call a trend and is still worth watching. Surfin' Bird has won on soft (4 starts, 2 wins), and Unleeshing has won on soft and heavy. We've rated everything on a Good 4 surface, so a significant downgrade would shift a few of these runners.
Punty's Final Word
1. #1 Lady Shenandoah
Most likely winner and a fair price. We see her as a good chance, but not a bargain at the current $2.66.
2. #3 Surfin' Bird
Best value in the race and the danger. Our price is $4.42, and anything above $5.10 interests us.
3. #5 Unleeshing
Third in our order and a genuine Group 1 chance, with a class step, a wide gate and extra weight to sort out.
4. #2 Idle Flyer
Gets the best map in the race, but we don't think the price pays for it.
Betting recommendations come from the tips card, which can change with scratchings and the market. The preview above is analysis.

Questions
What distance is the Empire Rose Stakes?
The Empire Rose Stakes is run over 1600m at Flemington, and it has been a mile since at least 1988. This year's race is worth $1 million for fillies and mares aged three and up, under weight for age.
Who is favourite for the 2026 Empire Rose Stakes?
Lady Shenandoah is the market's top-priced runner at $2.66 and our most likely winner. We make her 37.4%, a fair price of $2.68, so the price is about right.
Who is the best value in the Empire Rose Stakes?
Surfin' Bird. We make her 22.6%, a fair price of $4.42, against a market price of $5.60. We call her value at $5.10 or better. Value is not the same as likely winner.
Do wide barriers matter in the Empire Rose Stakes?
They haven't been a death sentence. Pride Of Jenni won from barrier 16 in 2023 and Shout The Bar won from barrier 11 in 2020. That's a small sample, though, and the wide-drawn runners this year, Surfin' Bird, Unleeshing and Pondalowie, still have to work harder than most.
How does weight for age work in this race?
The weights come from a fixed scale based on age and sex, with no handicapper involved. Differences between runners come from the scale and each horse's allowance, and aren't a judgement on ability.
